Ukraine’s parliament has ratified the agreement between Ukraine and the U.S. on the “establishment of the American-Ukrainian Reconstruction Investment Fund,” the Ukrainian parliament said in a Telegram post on Monday.
“It is not only about financial support, but also about building new trust on the part of a strategic partner — the United States of America. This is another practical step towards the restoration, development, and economic stability of Ukraine,” the post stated.
The long-awaited deal gives the U.S. rights to Ukrainian rare earth minerals.

Ukrainian President Volodymyr Zelenskyy also said he heard President Donald Trump’s statements supporting a “full and unconditional ceasefire” and said “all of us in Ukraine would appreciate it” if Trump attended a potential meeting between Ukraine and Russia that may take place Thursday in Turkey.
“I supported President Trump with the idea of direct talks with Putin. I have openly expressed my readiness to meet. I will be in Türkiye. I hope that the Russians will not evade the meeting,” Zelenskyy said in a post on X.
Kremlin spokesman Dmitry Peskov said that Russia is “in serious search for ways of a long-term peaceful settlement” in comments Monday.
Trump said earlier Monday that he might fly to Istanbul on Thursday during his trip to the Middle East this week.
